SnDevelopmentPermissions
Every node defaults to op on Paper. ggwave.admin grants all of them, so grant it to your owners. There is no ggwave.* wildcard node.

You normally grant the ggwave.* nodes only. The three snggwave.admin.* nodes are granted for you through ggwave.admin.reload, ggwave.admin.debug and ggwave.admin.update.
On a Velocity proxy
A proxy has no op default. Grant the nodes with your proxy permission plugin. The proxy console can always run everything.
A proxy does not expand the children above, so SnGGWave reproduces them. It checks the node itself first, then the parents listed here.

An explicit value on the node itself wins over its parents. If you set ggwave.start to false for a group, ggwave.admin will not give it back.
