Root command /bounty, aliases bounties and bountys (editable in config.yml under
command.aliases, re-read on reload).

The console can run top, check <player>, add, clear, resetstreak, reload, help and
debug. It always gets the help on a bare /bounty and the chat view on /bounty top.
/bounty clear and /bounty resetstreak cannot be undone. Sponsors are refunded on clear only
when admin-clear.refund-sponsors is on.
