SnDevelopmentPermissions
Velocity has no permission defaults or children. Grant the nodes with a permissions plugin such as LuckPerms. A node that is not set is not granted.

snproxyutility.admin does not grant the bypass or priority nodes. The node of each priority tier is the permission key of that tier in queues.yml.
